So to handle this I might suggest the ability for all your vassals to get a claim to your throne. The flipside to viceroyalties though were that they got rid of the idea of divine right. Imperial government type would give you the ability to appoint viceroyalties instead of grant title (receive your vassals titles after he dies). So, once you get maximum feudal authority you should be able to go to a new government type, imperial. Once you have maximum tribal authority you can go to feudal/clan. Maybe we could have a near/middle east expansion that covers both. I’m not an expert when it comes to the Muslims, but I bet they need a lot of work too. I think playing the empire in a form similar to this would be a lot of fun, and I hope we see it some day.
